Once you place something in a city garbage can, it becomes city property; therefore, if you take something OUT of a can you're stealing. I only know this because I read some guy complaining he got a ticket from one of NYC's Finest when he pulled a nearly-new newspaper out of a city can. You know, since there's no other crime going on. You know, if he DID go back into the can to get it, NYC could ticket his ass. Once you place something in a city garbage can, it becomes city property; therefore, if you take something OUT of a can you’re stealing.
